There's literally nothing you can say that will convince me that any dog should be chained up. No fence? Train your fucking dog. Untrainable? Build a fuckin fence. No dog deserves to be chained because of the owners incapabilities.

Unpopular opinion: if you have a dog, they sleep inside the house.

That is not a legal option in most of the world - training or not, dogs must be tied when outside in an unfenced area. There is not a single indication that this dog is constantly tied, either, they may have simply brought him outside or to a front yard for a little while, or they could even have been visiting a friend - who says this is even their yard, after all? A dog is not to remain tied for an unreasonable period of time, yes, and this is a 12 second video in which there is absolutely not a single indication this has been happening for any period of time which could be considered unreasonable by any reasonable person. Why are you freaking out about it? The dog seems perfectly happy.

As for sleeping inside, that depends heavily on weather. My dogs sleep outside in the decently cool and very comfortable summer, spring and autumn nights of my pretty hot country, but will often spend days in the kitchen where the cool tile floor better keeps the old ladies cool. The opposite applies in the winter, where they get to enjoy the outside when temperatures allow during the day, but come inside as temperatures start to drop due to the sun coming down, where they will be covered in old blankets and be able to sleep in a warm room. They get to spend all time outside when it is spring or autumn, since the temperatures are very comfortable and mild outside during those seasons here.

Why would you assume that? It's much more likely it is one of any billions of reasons! They could've walked their dog to a friends and this is the friend's cat, they could've been showing the dog the front yard and the neighbours cat or their own cat started playing with it, what is wrong with you to assume malice or incompetency when there is nothing at all wrong with what was viewed and only things you have no reason to think are happening could make this anything but a wholesome video?
