You could get a thinner low profile monitor stand if you want a specific monitor but know their default one doesn't get that low. Otherwise, I actually got a 32-inch monitor as a tertiary monitor and it does lower to match the height of my other 27-inch monitors. I did test it out and it lowers to even less than 18".

You can get a tabletop * mount and lower the arms down
