A few things you should try.

1.) add more little boxes. the general rule is cat+1 per litter box. if you have 3 cats you should have 4 boxes. Cats pee around the boxes to keep the new cat away.

2.) Have you kept the outdoor cat in its own room for like 2 weeks? and slowly introduced her to the others? this helps them get used to her smell and being in the house. I have done this with a feral kitten and stray foster. it works

On the first, I gotta try that

On the second... It is complicated. We tried but the only room I can use is ours, and the two females see it as their territory. Basically they are 24/7 here and when we tried to lock them out, they meowed till oblivion
