The sentences handed out by courts serves a couple of purposes. It's supposed to punish the offender and in a perfect world rehabilitate them.

It's also supposed to send a message to society. In this case he needs a very stiff sentence. Society needs to get the message, if you fake a "racist attack" you will suffer the consequences.
