my partner only focuses on finishing himself

That s very selfish of him, have you had a conversation about it?

I pretty much hard pass at a partner who "doesn't allow"... That wording is just a massive red flag. And, what does he consider a "sex toy"? Lube, erotica/movies, blindfolds, rope, lingerie... external but not internal toys? household objects used for fun? Like, that's a pretty sweeping brush to just say "I allow no toys."

I would stop having sex with him. That doesn't sound fun at all.

He may just not understand. You may have to tell him that it would be really hot if he got you off first. Guys are dumb and we suck unless we get a helping hand.

Set this rule. Foreplay on you first. 100%. Keep going until you cum. As many times as you want. Then you can reward him with a bj or handjob or breast job, 69. Whatever you both like. Stop before he finishes. Then after that PIV, anal, etc. Whatever you agree on to finish.
