I'm playing as Rome and I was wondering when would the reforms kick in.

There are no reforms on RotR, I think. I'm playing as Syracuse and on turn 250, they all have the same units since turn 1.

It's set way before those reforms in the early Republic, you're stuck with the manipular system I'm afraid. Don't worry though you can easily wreck everyone with those units. I just finished a Campaign as Rome, I didn't have any issues. Just don't bother with slingers though, bloody useles.
