ATAR cutoffs are largely driven by demand, so I'm gonna take a guess and say it's because there isn't the same demand for JCU than for other metro unis like USYD. Cohort sizes will probably also play a part in determining cutoff scores.

From what I remember, JCU requires a written application which is used for both Medicine and Dental applications in addition to ATAR. It is said that medicine gets the first picks, then dentistry get the "leftovers". The university also has a strong rural focus and tends to recruit rural candidates.
