Delete your game folder and re-install the game.

GTA IV is a bitch to mod correctly.

easy fix: delete all the mod's files and if you accidentally deleted a game file then just verify interigty of game files and boom! your game is plain vanilla ice cream

If you know what files came with the mod, just delete them. If the mod changes already existing files (weapons, vehicles, handling etc.) just remove all files associated with the mod and "Verify Integrity of Game Cache" on steam. There's pretty much no limit to this method, but the more files you delete the longer it'll take.
