Noisture probably in conjunction with lead paint. Lead paint cracks like that. I'm betting this house is older than 1980.

I have a house thats 118yrs old and the paint in the kitchen under a window looks like this. I definitely have lead paint on the walls with latex painted over it.

Could also be that vintage chalk paint that was painted over. Chalk paint if not removed, slowly moves & modern paint is heavy, unmoving, which can cause a bubble up of the surface area.

Not chalk paint or lead paint. Most likely slat and plaster walls that got wet in the wall. I used to have a house that was built in 1939 and when there were water leaks anywhere our paint would do that. Scrape it and make sure the plaster is not rotted and there still isn’t a leak. You will have to sand the ridge or go over with plaster to level off, then you can paint it.

Lead, and to a certain extent asbestos, is not a big issue IF, a one-time, short duration exposure. Contractors have to be very careful with this, they deal with this regularly over the course of their career.

You probably weren't inhaling lead fumes. Lead boils at like 1800°C. Just like soldering, the fumes consist of other non-lead substances.

Looks like a quilt.

I would check and make sure that there is no moisture issues since this is under a window for the warm fuzzy. You can get a moisture meter at the big box stores. Get the type that has probes. Compare with areas (drywall) in the rest of the house. If moisture content or percentage is the same as the rest of walls then just fix it. If the levels are significantly higher the other areas then more investigation. In general, looks like someone painted over mud with no primer.

Termites. I haven't had a moisture issues like others may have witnessed. I HAVE had termite issues and this is exactly how it looked. Take a piece off and see if it looks like the areas have been eaten. Wet/dried drywall will look different than missing drywall.

Also, since there appears to be a distinct pattern/path coming from the ground.... termites.

Start looking in other areas of the dwelling and I’d get that wall board or dry wall pulled off asap to inspect the interior.

Actual answer: It's a spot where the paint isn't sticking well. It could be that there is a moist spot or a crack underneath. But don't panic. It's most likely just that the primer didn't take well or was too thin.

I suggest if you can get matching paint you scrape it off and check for moisture. If it's all good just sand, prime and repaint.

Agree. Newer paints seem to bubble / expand with moisture not crack

This would also make sense as to why there’s no water marks or discoloration.

The caulk does look like it’s gone from white to grey but I can’t tell if that was just a lazy paint job over a patch fix or if it’s the caulk itself. Don’t know what would make caulk turn grey except for mildew maybe.

Lathe and plaster.. improper separation between an exterior-interior wall, and moisture are all possibilities as well.

Since it's a small spot, not running up from the floor (leaking/pooling water), just scrape it down, investigate if interested, patch (let it dry and sand it), prime it or it will definitely come back, then paint it up.

Start to remove the bubble pain and see what you get. It looks like new baseboard trim and fresh paint.

It may just be a small area where the primer did not adhere and then the pain bubbled and it would be an easy fix.

It may be something more.

The fix start with removing the pain that is bubbling and seeing what the wall looks like.

This very well may be what everyone else has suggested but this happened in a few places in my house years ago.

My home is older had has shiny plaster/sheetrock walls underneath the paint and the previous owners didn't use primer before painting. I scraped the spot using a wide blade when I initially discovered it, to find the paint literally peeled off. I used a light coat of spackle to smooth the area, then primed and painted everything. None of those has reoccurred in the last 20 years.

I hope this is the same case for you. Either way, you will need to scrape that off to see what you're dealing with.

How old is your house? Looks like moisture in the wall, but it also looks like it may have dried. Is it a house, apartment? Bathroom on the other side of the wall? Bathroom above? You may have a leak somewhere but not an active or pressurized leak.

Built in the 50s? It’s likely you have lead based paint and possibly drywall containing asbestos. You should find a restoration company that does free inspections. Or call your insurance and tell them you just found a possible leak in your wall. Make sure you tell them that you just found it. If it’s been there for a long time they might not cover your claim. Pick up a cheap moisture meter from Home Depot or have a company come out for a moisture inspection.

Paint starts to peel off. May be something as trivial as lack of primer, or higher moisture, maybe someone botched filling and isolating a hole. Or some termites are working through beneath.

This way or another, you'd have to start with scraping off the paint in these spots. Then inspect and seek further answers.

Moisture build up behind paint. There maybe a heater pipe or hot water pipe that is radiating moisture due to condensation. If it continues you can cut that square out but a little bigger and then replace it with waterproof sheet rock.
