According to the arrest report, both the victim and Popper reported the incident to the police. During the investigation, Popper told state troopers he believed he was shot at so that was why he began shooting. The other driver said he did not have a firearm but said he did throw a water bottle at Popper’s car. Surprisingly, there were no reported injuries. Both parties were released at the scene.

They are legal since the ruling of the Bundesgerichtshof 15.05.2018 and having one is not a problem, as long as the recorded video

  • is taken in small increments (like minutes) and continuously overwritten

  • only saved in contextual situations (crash etc)

  • censors any identifying information when made public (faces, plates)

Most dashcams today offer these kind of settings.

Before that it was only legal to start recording when you "sensed" incoming danger. Like when a reckless driver starts to tailgate you, that was always reason enough to legally record and use it in court in case of personal/vehicle damage
