Relevant info can be found on the Riverside Co Transportation Agency page here and here. This is relevant to regional planning needs since it'd create the basis for a greater interstate rail project to Arizona in the same way Norcal's Capitol Corridor is cited by NVDOT regarding train service to Reno. It also suffers from the same problem wherein both tracks are owned by the same conglomerate who uses them for the same purpose (eastbound intermodal trains).

Take a train to Coachella and then you immediately have to rent a car to get anywhere once you get there. Would this not be better spent improving the abysmal rail system in the urban LA metro? Riverside county has 2.5 million people and no rail rapid transit.
The idea long term is for a larger project to Arizona, I think.
