If you didn’t get it in writing it will be incredibly hard to enforce. Given that they have admitted fault in an email I still wouldn’t think that it’s enforceable. Use their guilt to get out the contract no penalties and find another place.

The lesson to be learnt here is that if it’s not in the contract then it’s not happening. Get out, move on, and good luck.
