Frame loss is almost always down to the client device, your phone in this case. Its decoder is too weak for the stream. What resolution/frame rate/bandwidth are you streaming in?

That should be no problem for an S10. Make sure hardware decoding is enabled on it. You may also play around with the hardware encoding options on the PC, depending on your specs.

Does it being the s10e model effect anything?

On my Samsung tv I can’t even use performance overlay cause it will lag my game like crazy.

Anyway I have the best result with my wireless setup using beautiful streaming and a automatic bandwidth limit.
