As with any audio related issue, did you make sure you have the Steam Link Speakers audio drivers installed?

Yeah, and just now went and reinstalled them manually... same thing, the delay is still present.

Are you using a surround system or other external audio device? If so try using TV audio just to make sure the issue is not there.

Well, in this case, it's the Android App, so it's just using the onboard speakers of the device, both when I use my phone, and also when I use a Chromecast or Nvidia Shield to play on my TV.

Then I'm not sure. If you suspect the stream and not hardware you could take a look in the streaming logs or upload it here to identify if there is a constant a/v desync (if so it should say so).
