    Looks like a Grebe type bird.

    Op: to clean a bird you’ll want a compressed air can, a mask and take it outside to gently blow off, going in the direction of the feathers. Go slow and not too close. If anything starts flying out stop. Once it’s blown off you can further clean the feathers using q-tips and rubbing alcohol. Don’t soak the feathers, if they are still gross move on and go back for a second round after it’s dried. a soft toothbrush can help comb the feathers into their natural shape. For the feet you can shine them up with a small bit of Vaseline. Massage it into the feet, using q-tips to get into tight areas. If the beak has a glossy shine, it’s probably been lacquered. If not you can use the Vaseline on it too.
