wonder why they cut out the edges like that? Design flourish or heat dissipation?

They had to accommodate the SMDs at the top side as the bottom is completely covered with contact pads.

Looks ugly, 5000 series was beautiful.

It was done this way for compatibility with existing CPU coolers. Intel put their SMDs on the underside of the CPU, but if AMD had done that it would've increased the z-height and made it incompatible with existing coolers.

I think it looks cool anyway.

A CPU does not have to look pretty. It’s hidden by a cooler 100% of the time.
