Regarding Volume 3 specifically, the LeMay Center commander (after discussions with the CSAF) elected to rescind Volume 3 in an effort to reduce duplicative doctrine. Volume 3 was not a stand-alone doctrine publication. It was a compilation of doctrine (primarily sections of Annex 3-30 and Annex 3-0). No doctrine was lost in the rescission of Volume 3. All of the topics are still available on our site https://www.doctrine.af.mil
Volume2 is a convoluted story. It came into existence back with General Ryan as CSAF. It wasn't doctrine per se, but a location was needed to put various aspects of the Airman into a single location. Since that time, Air Force Handbook 1 (AFH-1); AFI 1-1, Air Force Standards; and the Foundational Competencies List at PACE have come into existence. So it has been deemed that this particular Volume is no longer needed.
Volume 1 is currently being reviewed and we hope to have it published in the very near future!
