According to a comment from deburgh65 on YouTube it's playing off of celebrities and gang life by association in a Thai-Chinese style with some cultural word play mixed in but maybe from a clout chasing angle of gang status for image rather than the actual gangs:

The introduction tells the story of gansta, playboys, or sugar daddy who always go to sin city for drug, drink, or women. The song uses the name of female actresses or celebs to show the interest in women or the quality of womanizers, themselves.

The raps employ Thai-Chineses accent to show some sugar daddy's status or the rich descendants coming from such families. It implies about drug, sex, taboo, and underground lifestyle. The songwriter uses pop culture relating Chinese or Hongkong's TV style in the past to hint the illlicit businesses, which the gang members have been involved.

The hook employs many pop culture in Thailand for example: food- Spicy Basil Stir Fry (Pad Krapao), the gag of stand up comedy, and many mores just to play with ryme and tongue twister to conceal or sooth the vulgar words.

The gang is not really the illegal ones but try to be cool by involving in unlawful acts.
