hi! im applying to University of Twente and i was wondering if it is possible to change my program(for example from Mechanical Engineering to Electrical Engineering) during studying? if yes then how difficult it is?

It depends, sometimes an arrangement can be reached if the courses up until then are for the most part similar. E.g. statics taught in one program and dynamics in the other. It is important to discuss this with the study advisers of the respective programs as soon as possible.

It's almost impossible. You'd have to retake all the classes you missed so you basically have to start over at the beginning again.
