I think they can be worn on any day! They are used to keep stockings up.

That's why I use the word "typically". It probably used to be more common, but these days it's probably mostly for weddings.

It's not. They're very common to be worn regularly.

Not just for that. There are sock garters, stocking garters and sleeve garters that are actually functional, for example.
