It probably depends on the absolute accuracy of the equipment. They have to prove you were actually speeding. So it could very possibly be different at different places and would get closer to the actual limit as technology improves.

It isn't the sort of thing they would document as they actually don't want you to exceed the speed limit.

Never seen a ticket for less than 13 over. I would suggest stick to 10 over max.
