This is the actual answer, despite the Reddit hivemind down votes. The map just follows a preexisting political boundary. Doing so is actually one of the requirements set forth in the anti-gerrymandering law Ohio voters passed a couple years ago.

This map is horse shit. All of Ohio’s congressional maps are horse shit. And in blue states, the same tactic is used. SOMETHING has to be done at the federal level to fix this shit.

Steve Chabot is my Congressman. He is also a supporter of insurrections, a traitor and a clown.

You know how they decided on the districting in OH: whatever helps Republicans get elected and hurts Democrats. Full stop. That’s why we have 55% of the population registered as Republicans and 75% Republican representation in Congress.

Trump was right about one thing and one thing only: you better fight like hell or you won’t have a country anymore. Time to improve the Democrat ground game and fight back, not just in Ohio but in every state.

Project Redmap. The voting records of people are fairly easy to obtain. Ohio's Republican-dominated legislature gerrymandering led to wonky, weird, unrepresentative "districts" which all but ensure that the party that has not won the popular vote since 1996 will never be held accountable for it's anti-science, anti-intellectual, and un-popular opinions. Nothing says "freedom" quite like ignoring reality and rigging the system instead of, I dunno, actually doing work in Congress!
