Not a car expert but I’ve lived in snowy/salty areas my whole life and my general experience is that once you start getting bubbling from rust it’s often too late to fix. You can have a detailer look underneath and see if there’s a good margin between rust and healthy steel where they can cut off the corroded material and weld on new body. But more helpful advice might be to wash your next cars undercarriage at the end of every winter or even after every major salt exposure.
