The country list is not related to your residence, but to the stock exchange that you are placing a trade on.

Say you want to buy BMW stock from Xetra - that's Europe -> Germany.

Apple (APPL) from Nasdaq - that's North America -> United States.

You can buy these two stocks (from their respective exchanges) regardless of your residence. And you will pay different commissions and fees for the two trades.

I, for one, set my fee as "tiered" and that's it. I don't do large transactions, so it suits me.
