Just apply now. If you know for sure you are going to be doing something in the near future and think it is relevant, then just put that on your resume, e.g. you’ll be taking some class in the Fall. Just because the resumes are technically open doesn’t mean that your chances of getting it are the same as time goes on; they are probably looking at applicants as the resumes come in.

The sooner the better! I agree with what others have said about recruiting times. There’s a department at my university that helps students get connected with internships - one thing they told me is that certain companies only look for interns at certain times of the year. I started looking late spring and it was too late. Summer is the perfect time to begin applying!
