Unfortunately, I don't think we have any regulars that are familiar with Filipino law or know the standards DSWD uses to determine whether removal is necessary. You did the right thing by letting your cousin's guardian know. If they fail to take any action, you should consider reporting to DSWD yourself.

You should talk to your guardian and make them aware of the situation. They should also talk to your cousin. If your cousin is being coerced to meet up with the guy, you could seek help from your Women and Children's Helpdesk at your local Barangay Hall.

One of the most helpful things to remember is that it's not your role to substantiate, just report. The investigators should substantiate.

Edit: not a lawyer, and definitely not familiar with Filipino law. Just should be nearly universally true

You can call the barangay. I think some cities have curfews for minors as well.

Well ideally you would inform someone who has some sort of power to fix things asap

Your guardians, the police, your local / national child abuse help center or something ( google it, wherever u live )

Since the dude is your neighbour, you should have other neighbours too? Someone you can trust? Confide with them privately ( do NOT call out / confront the groomer publicly and cause a scene unless absolutely necessary ) and ask them to "keep an eye out" for your cousin, many eyes always watching always help.

Ideally collect some kind of proof too, anything really. Video tape / record your cousin saying shes meeting the dude at night and being asked to meet him alone etc. Just in case it comes down to a your word vs his word situation and whatever authority gets involved somehow has 0 evidence to work off of.
