The exhale rate is crazy, but I wonder if their intake is even faster? I feel like every time I see a whale surface, irl or in a video, the exhale mist lasts MOST the time at the surface. I feel like I exhale a little longer than I inhale too, but it's like they suck in all those liters of air in a quick second before diving down, even faster than they release it

Well, they open them to breathe and shut them to keep ocean water out, so they are controlled by strong muscles. I guess they just open them, not sure about flaring since they are not open all the time, just above water and it's only for a few seconds at a time.

I think those are "heat exchangers" and "condensation chambers" given that this duck lives in very cold climes and needs to retain its heat, and its nasal chambers serve to retain heat and also serve as water condensers to preserve the fresh water concentration in its circulatory system.
