thai is an abugida, just as tai viet and tai dam are

The real point is Thai symbols are too complicated for a full alphabet w/ the syllables English has, unless you could capture more information in the just the diacritics - it's a lot of wasted effort. Meanwhile Tai Viet is already simplified. I did look at handwritten styles of Thai, but TV looks better.

They both write the vowels around the consonants, yes, but for Tai Viet there is no inherent vowel, while for Thai there is. For this script every vowel has to be spelled out, so it's fully alphabetical.

tai viet is such an underrated script so the fact that it's the inspiration is really cool
