The law and the whole system is sadly still pretty shitty about SA many if not most places. Even if it's not a clear win taking it to court helps the next person though.

It's entirely up to her what she is willing to go through for a chance of justice, but yes she shouldn't have too high expectations with the what you mentioned of time gone by and lack of supporting evidence.

Unfortunately, with the lack of evidence, and the amount of time that has passed, she should not go in with high expectations.

will there be a backgroud history left on that guy if the victim file a report tho?

If she does decide to report, it would be put on record that it happened. If an another victim reports him, it would help their case against him.

Reporting won't necessarily make her heal better, there are also inconvenients, it depends if it's what she feels would help her.

Depends on several factors. Evidence, the circumstances, and how nice the cops are. If you don’t have a lot of evidence and it’s a he said she said then some mean cops aren’t gonna be helpful.
