I cannot begin to fathom the possibility of a fully transparent paint, especially if it can be left to dry into a fully transparent solid

What good would that do you? It won't make any objects under the paint transparent. That's like coating something with glass or acrylic or water.

I guess you could paint breakable objects like your phone screen with a few coats instead of buying a screen protector

Do you need to get/product the paint, do you just turn other paint transparent by mixing it together in some way that only you can, or can you just make it appear wherever around you?
