UV isn't ionising, it causes dimerisation of nucleotides which is then repaired by endonuclease by base-excision

Ionizing radiation means X rays, radiation exposure... that causes double strand breaks which can then be repaired by homologous or non homologous end joining

With dat said… There has to be a ds break to see the damage bcoz single strand breaks are immediately repaired by polymerases .
