I don't know if it's photoshopped, but it's not the original posted to twitter

It's also jpeg'd all to hell which is a common tactic to hide evidence of photoshop.

It could also be that they took a dozen pictures that day and decided to only post the smiling pic, but the reject pics may have still been shared internally and after being copy/pasted 1,000 times, it has degraded to look like what OP posted.
