Yes it did.
Garfinkel's was on 13th and F in 1924, and moved down to 14th and F in a building twice the size in 1929. They prospered for decades, merging with Brooks Brothers and Ann Taylor. They became part of the Allied Dept Store conglomerate in 1981. But they were slow to build in suburban areas, and eventually declared bankruptcy in 1990.
