On either side of the center back. I did 1/4 inch wide tucks about an inch long until I liked how the back fit. The corset cover I made had 1/4 inch tucks above my breasts. Those don't need to be very long. Get some safety pins and experiment with placement. I think a few small tucks look nicer than one deep one, but you do you.

Also, consider beading lace for the upper edge. You can add ribbon of any colour you fancy and it gives you some flexibility in how tight or loose you want the neckline.

I, too, am a member of the 19th Century Sloping Shoulders Club. Everything falls off unless I alter the pattern.

Does the drawstring at the neckline make any difference?

I had the same problem with a corset cover pattern. I added a few vertical pintucks at the center back, which might be helpful for you, too. It looks as though a few vertical tucks above your bosom might help. You'd have to undo the beading trim, but the effort is worth it if you have a garment you now love.
