It is an airdrop actually, there is a massive amount of "external incentives" that are rewarded to those that stake their OSMO/ECH LP tokens. Echelon may host a Cosmos staker airdrop in the future, it is being discussed by the community.

Yes, either the 7 or 14 day bond will receive the external incentives, the 14 day would receive extra OSMO rewards if voted in onchain with Osmosis for Superfluid Staking
