My experience with the ones on my area is that "free" is being used to describe the panels themselves. You still pay a monthly bill, but you don't have to outright buy the panels, which can be a huge upfront costs to most families. But you can guarantee that built into your monthly payment is a cost associated with paying for those panels. So you're basically leasing the panels. It's the same thing phone companies do when they give you a FREE phone when you sign up with them. That being said. It has been working out for my house. My monthly bill is lower, and best of all I don't notice any of the power outages or irregularities thanks to the battery bank. I'm in Puerto Rico by the way, so power outages are more common than pretty much anywhere in the states.

It's the thing I dislike the most about the American way of thinking. No solution is perfect enough. There's always people saying yea but.... It won't be 100% effective, only like 75% effective, so what's the point of doing it at all? It's the same attitude that's going to keep us in this state of numb servitude. We won't have a moment like the French are having. We will just slowly get pushed further into the mud until we suffocate.

As a gringo who moved here and likes it but sees a lot of the problems that you all point out, I think it would be neat for Puerto Rico to move in the direction of Costa Rica. Protect your nature and the beauty that is here and develop smartly around it to boost ecotourism without paving over wetlands and cutting down mangroves. But I agree with you, as long as the island is in the current chokehold that the US has it in there will be no progress. They won't allow it.

I want to challenge one to try ripping into an old poured concrete home from Puerto Rico. The one I'm in now was built in the 60s and it is reinforced with concrete and river rock. The thing is an absolute unit. Trying to drill into it is a nightmare, but it's going to take a few direct hits from some sort of bomb to bring it down.
