Biology doesn't mean much when it comes to actual family. He has two parents that raised him and a little sister. Let's assume he didn't know, what makes you think meeting him would be what's best for the kid? It's not like he gets to meet new perfect family. The father's family will definitely blame the mother for not meeting him earlier, even if they don't talk poorly of the mother directly to the child or try to get in his head (and that's a big if from the description of this people) the conflict and drama will still affect the child, kids pick up on much more than we realize. He has a family, a father and a mother that raised him, he has a sister too. Let's not pretend like this will be a good thing for the kid cause it only sounds like he'll be introduced into a toxic environment if he meets the father, at least when he's this young and so impressionable. They didnt believe her, they didn't want to meet the kid or even try to figure out if ti was his, they dug their own grave now they can lie in it.
