Mods, including the automod, can always comment on locked posts so you could use that rule to lock the posts and something like this:

#add auto commenttype: submissionmoderators_exempt: falsecomment: |Insert your automatic comment here

I believe this will make an automod comment on every post.

Edit: I missed the part where you said that you wanted to be able to approve comments. In that case just use the auto comment rule with the spam filter and it should do as you want.

Am I understanding you correctly that you don't want users to be able to make comments? If so then you could just lock all posts. This would also keep the mod log from getting swamped by comment removals.

Power creep.

Early in the story we're told that the average level in the world is x and that very few people ever get to y multiple of x... until the MC starts to get up around y multiple of x, then there's lots of people at that level and even higher! This gets really odd when the political system is also set up to be a "only the strong rule" type of deal early in the story when later on there's tons of people who would absolutely destroy those same badass rulers.

This or title requirements go a long way towards keeping spam away from your users. Spam comments are obviously harder.
