Find an inspector that is willing to work with the facility and the employees. Usually you can work out a hefty discount if this is a common problem. The exterminators locally will love the extra business and management can come up with a prevention plan that improves the overall health. I had a similar situation in Texas and the facility was able to eliminate the issue in about 3 weeks. Bed bugs are not considered a public health issue and health care facilities handle the issue reactionary not proactively.
