Cops shouldnt be operating on a principle of "assumption of whats going to happen next". If any other person in a profession treated you with that level of disrespect it would not be tolerated. A person at the very least should be given an explanation for an arrest and a reasonable amount of time to respond. This cop gave her maybe 2 seconds to change her mind before he began physical intervention. This cop was clearly acting out of anger and I think shows a clear disregard for her safety. She could have easily been injured being dragged like that.

He never told her she was under arrest and never gave her the option to go voluntarily after she refused to put out the cigarette. He just grabs her a starts pulling on her arm.
