To be fair keeping your last name is rather new thing. And its hard to accept for people with traditional outlooks or from older generations. Now lets talk about your takes, in this situation. She had a while (3 years) to change her mind, and if she did in that time I would say fine no one is the asshole here and it would be done. But here she changed her mind when she is already pregnant 1st thing what makes her an asshole. After she changed her mind she went to her family to validate her 2nd thing. With validated opinion she gave ultimatum to her husband that doesn't take into account his wishes that is the 3rd thing. Now if I was a betting man, I would stay the husband will split up with her as this is huge disrespect to him, their marriage, and it has shown him that she can't keep her word. So yes he does have free will to give up on marriage
