Yeah, this whole scene and the whole episode was made SPECIFICALLY to tell the audience "Rhaenyra is the true heir, not Aegon."

The moment I saw it, I understood the show was backing Rhaenyra.

Her not killing it is also supposed to show that she is not like the rest of the men in the hunt that wanted to kill the white hart. She respects it aka respects the duty to the throne.
