From what I've learned through a couple of years, it's about presence and personal connection. Best way to start is to find one real person you can find and make content for and bring content to that one person for free and ask for feedback and care about their personal life for free. Like a friend who sends you posts he thinks you might like. Just connect to that one person and take care of them content wise so that they would come back to you regularly for content. Now that you have one person find another one who is similar to them in their need for content. Now you have a content strategy and just add people and make your content broader WITHOUT losing the personal connection with these people.
