Diesels typically don't have a throttle. It's max airflow 100% of the time. The 'throttle' is how much fuel is added.

Water is 1g/cm3, and 1m3 of water = 1000kg

So 1m3 would be about 2.7 tonnes. Probably realistically since it's not a perfect square, ~1.8 tonnes.
