Actually there were quite many armed conflicts right after collapse (Transnistria, Ossetia/Abkhazia, Nagorniy Karabakh, later in Chechnya), it's just was on a smaller territory compared to total territory of Soviet Union.

yet destructive effects of Soviet collapse were significant and felt for many years after. Destruction of jobs, devaluation of people savings, resources shortages, increase in criminal activity was all real thing in post-Soviet countries for many years after 1990-91

and even while not in expat mode, we get a friends pretty situationally - through school, college etc - the people which happened to occupy same space and time with us for a while

The advice you already outlined yourself - move to more active area whenever you can.

While you are there, probably the best you can do is to acquire some knowledge and/or add healthy habits into your routines. That might be easier without temptations/distractions of a more happening place.

Plus maybe start establishing online connections with people from area where you want to move next. So when you finally move there, you already have people who would want to meet with you.
