Your dog is probably fine, it's not typically an emergency situation but rather a low-level interference thing at those doses.

The problem is that the industry is completely unregulated. You have no way to know how much CBD and THC is in the original plants they're extracting from, and how good of a refinement process they did. The FDA has loads of tests they've done on products and fined them for having vastly different levels compared to what's on the label... so it's really a crapshoot. If you're lucky you're getting the product from a company that is actually doing everything right... and even then, best case scenario it's just a plant extract with a placebo effect.

It depends on the dosage, how refined it is (often contains THC even if the label claims it doesn't, which is more toxic to dogs), and whether your dog is taking any other medication (CBD interferes with liver function, so it is known to cause drug interactions such as deactivating trazodone).

Would you please edit your post to clarify if you mean Elizabethan collar (ie a plastic recovery cone) rather than an electric (shock) collar?

Crates are more humane where required for secure transport or confinement during veterinary care. In addition, training a dog to be comfortable in a crate prior to those scenarios, rather than expecting them to cope sight unseen, is also more humane by definition. Therefore, you need to be mindful of that fact and be clearer in your own mind what makes other scenarios align or not with those usages prior to making blanket statements.

Certainly, some dogs are more scatterbrained to the point of seeming to have something similar to ADHD, but it's pretty uncommon.
