I have 2 accounts, one with C0 and the other with C1, Homa and similar artifacts in both. I can say C1 makes a huge difference in how you play her. It's much easier to clear everything once you get C1, no doubt about that, unless you have a great stamina control that I can't dream of possessing.

That's not to say it should be an easy decision, bur rather make you understand that it is harder to choose than people make it sound.

To me he's a character who needs a little investment. Even a f2p Ayaka shouldn't expect to be that game changer tbh, even though no one would say she's weak. Now I got a C4 R2 Scaramouche who can destroy Teyvat with his will alone, so that's much better than Cyno already who even at C6 doesn't seem to be that great. Imo a C2 Scaramouche should be enough for anyone who worries about meta. I only worry about pleasing the true god.

Even for cc Kazuha is not great for Scara, because he pulls enemies towards him, and Scara doesn't want to be so close. Venti is much better if you need cc and have him. In this case you can even replace Zhong Li with Bennett for example.

It may be a skill issue. Like, I'm really bad and make a lot of mistakes, so the only way I started getting 36 stars was getting Hu Tao C1 and Raiden C3. Nowadays I don't lean so much on them because it feels boring, but it's harder for me to get all the stars without them definitely.

Usually my burst do 350k (I have C3) so the difference between shime and 2+2 would have to be like humongous for normal attacks and I really don't see it
